The Massachusetts Health Connector is seeking a Director of Communications to join our Policy department. The Director of Communications is responsible for crafting and leading the Health Connector’s strategy on how it publicly communicates and elevates its mission, brand, and impact on individuals, small businesses, and the public in Massachusetts. The Director leads the agency’s press and media relations strategy as well as its marketing strategy and is responsible for developing content for and supporting the agency and agency leadership participating in external and public-facing events to ensure consistency across engagements. This work must be done in an intentional manner that speaks to the diverse populations who benefit from the Health Connector and the broader Massachusetts public.
The Director of Communications will report to the Chief of Policy.
Key Responsibilities
- Create and implement the Health Connector’s overall external-facing communication strategy, in service of (1) increasing and maintaining enrollment into Health Connector coverage and (2) ensuring broad public awareness of the Health Connector’s mission of ensuring maximum health coverage across the Commonwealth’s residents
- Serve as a thought leader and primary designer and executer of the organization’s external communications strategy, brand and public relations work, including as the agency’s spokesperson
- Staff the Executive Director and other agency leaders as appropriate in preparing for and engaging in public-facing events (e.g., with media, speaking events, etc.)
- Design and oversee marketing activities, including managing external marketing vendors and contracts, with an eye on targeting the diverse communities served by the Health Connector
- Identify new and effective media opportunities to further visibility of the agency’s mission, brand, and public interest priorities and to maximize awareness and enrollment among eligible individuals
- Draft and edit/oversee press releases, press and other media responses, public presentations, and talking points
- Lead the agency’s public-facing digital communications strategy, including social media, online campaigns, and public messaging across digital channels, in partnership with teams responsible for website operations, customer experience, accessibility, and technology.
- Develop, implement, and manage to short- and long-term plans and budgets for marketing and media
- Coordinate special events, press conferences, and public engagement opportunities highlighting the Health Connector’s accomplishments, goals, and messages
- Manage earned media opportunities, both proactive and reactive and often done in partnership with other stakeholder groups
- Coordinate interaction, when appropriate, between the media and the Executive Director and/or other staff members
- Counsel the Executive Director and senior management team related to external communications, with a focus on media and public relations
- Supervise communications and marketing staff
- Work closely with internal cross-functional teams and provide strategic support for a wide range of stakeholders, including carriers, advocates, government officials and other health care entities
- Analyze all media coverage of the organization and industry peers
- Work with communications teams from peer state agencies to coordinate messages related to the Commonwealth’s health coverage priorities and topics related to health care reform
- Other duties as assigned.
Experience and Qualifications
- Bachelor’s degree required
- Minimum of 7 years of experience with media relations, journalism, and written communication required
- Knowledge of public policy and/or health insurance strongly preferred
- Excellent written and verbal communication skills, outstanding interpersonal skills and ability to create and manage effective professional working relationships required
- Must be organized, detail-oriented, and proactive in maintaining key data points, messaging materials, and contract materials
- Has the ability and feels comfortable working with diverse stakeholder groups
- Energetic about remaining informed about the latest research, best practices, and innovations in the field of public interest communications and public engagement strategies, and how to incorporate them into evolving, cutting-edge strategies for the Health Connector as a public-facing entity
- Must be able to appropriately handle confidential information and materials
- Must be able to anticipate executive team and media needs, and consistently exercise sound judgement as a representative of a public organization

Salary
$145,000 to $160,000/year

- The Health Connector is operating on a hybrid work arrangement with 2 days in the downtown Boston office and 3 days working from home.
- Employee may be requested to work an extended day and weekends to meet deadlines.
